SYMPTOMS
========
When you save a .asp file as UTF-8, if the file contains fields that have
double-byte characters in the name, the name is improperly encoded on the
server-side when the file is posted. Also, you cannot retrieve the file by name
through the Request.Form collection. However, you can still get the file though
an index.
RESOLUTION
==========
To resolve this problem, obtain the latest service pack for Windows 2000. For
