SYMPTOMS
========

You install MSN Explorer 6.1. You choose the option to sign up for a new MSN
Internet Access account, but Setup stops at the credit card authorization step
(because of an invalid credit card, and over limit credit card, etc.). You
uninstall 6.1, and then install MSN Explorer 6.0. You go through the new MSN
Internet Access account set up process, completing the process successfully. You
then install MSN Explorer 6.1 and you try to sign in. MSN Explorer attempts to
sign you in without dialing, tries five times to sign you in, and then returns
an error message.

CAUSE
=====

This is a known issue.

RESOLUTION
