SYMPTOMS

After you change the value of the Waittokillapptimeout value in the following
registry key, your changes have no effect:
HKEY_USER\.DEFAULT\Control Panel\Desktop
RESOLUTION

correct the problem described in this article and should be applied only to
systems experiencing this specific problem.
