SYMPTOMS
========

You attempt to establish a dial-up connection with MSN Explorer, you get the
following error message:

  Cannot open the phone book file.

You do not hear a dial tone or the sound of numbers being dialed.

CAUSE
=====

Dial-up Networking may not be properly installed.

RESOLUTION
==========

To re-install Dial-up Networking
Note: You may need your Windows CD to complete this procedure.

1. Click Start, point to Settings, and then click Control Panel.

2. Double-click the Add-Remove Programs icon.

3. Click the Windows Setup tab.

4. Click Communications, click the Details button, and then locate Dial-up
  Networking.
  If the box next to Dial-up Networking is selected, do the following:
   - Clear the box next Dial-up Networking.

   - Click OK.

   - Click Apply.

   - Insert the Windows CD, if prompted.

   - Restart your computer.
     Once the computer is rebooted, follow the steps above to locate Dial-up
     Networking in the Add-Remove programs box.

5. Select Dial-up Networking, click OK, and then click Apply.

6. Insert the Windows CD if prompted, and then restart the computer if
  prompted.
  Note: If Dial-up Networking is not present, you can install it by uninstalling
  and re-installing MSN Explorer from a CD. The MSN Explorer Setup will detect
  that Dial-up Networking is not present and will install the program. If you
  have another method of connecting to the Internet, you can also go to
  http://www.microsoft.com/windows95/downloads/ to download Dial-up Networking,
  or to http://explorer.msn.com to download MSN Explorer.
