SYMPTOMS
========

When you try to start the World Wide Publishing Service, you may receive the
following error message:

  The World Wide Web Publishing service could not be started.
  A system error has occurred.
  System error 15 has occurred.
  The system cannot find the drive specified.

In addition, when you try to open Services from Administrative Tools, you may
receive the following error message:

  Unexpected error 0x80074002
  Do you wish to continue to attempt to connect to it in the future?

When you restart the computer, you receive the following error message:

  At least one service or driver failed during system startup. Use Event Viewer
  to examine the event log for details.

The following system errors are listed in the Event Viewer:

  Event ID: 7022
  Source: Service Control Manager
  Description: The World Wide Web Publishing Service service hung on starting.

  Event ID: 26
  Source: Application Popup
  Description: Application popup: Service Control Manager : At least one service
  or driver failed during system startup. Use Event Viewer to examine the event
  log for details.

  Event ID: 7023
  Source: Service Control Manager
  Description: The World Wide Web Publishing Service service terminated with the
  following error:
  Object already exists.

The following system errors may also appear in Event Viewer, depending on which
components were installed:

  Event ID: 7024
  Source: Service Control Manager
  Description: The Certificate Services service terminated with service-specific
  error 2148073494.

  Event ID: 42
  Source: CertSvc
  Description: Certificate Services did not start: Could not build CA
  certificate chain for %servername% Certificate Authority. Keyset does not
  exist 0x80090016 (-2146893802).

CAUSE
=====

This problem occurs because the System and Administrator accounts do not have
sufficient permissions to, or the Administrators group does not have ownership
of, the directory %SystemDrive%\Documents and Settings\All Users\Application
Data\Microsoft\Crypto\RSA\MachineKeys folder.

RESOLUTION
==========

To resolve this problem, follow these steps:

1. Allow the System and Administrator accounts Full Control of the %System
  Drive%\Documents and Settings\All Users\Application
  Data\Microsoft\Crypto\RSA\MachineKeys folder.

2. Allow the Administrators group ownership of these directories.
