SYMPTOMS
========

When you use Scenario Editor to create a scenario in any of the games listed at
the beginning of this article, you may only be able to place default units on
the map.

CAUSE
=====

This behavior is by design.

MORE INFORMATION

When you save and start the game, the units correspond to the correct
civilization.

Each player has a different civilization default unit that helps with setting up
the landscape.
