This behavior can occur if your computer is running the Spanish language version
of Microsoft Windows NT 4.0.

Microsoft has confirmed this to be a problem in Microsoft Encarta Interactive
World Atlas 2001.
NOTE: This issue also occurs when you use the Spanish language version of Encarta
Interactive World Atlas 2001 (Encarta Atlas Mundial 2001) on a computer that is
running the Spanish language version of Microsoft Windows NT 4.0.
