SYMPTOMS
========

Error:

  The modem you have selected is not working. It may be turned off or not
  plugged in. Please make sure that your modem is connected to your computer
  and turned on.

CAUSE
=====

If the user tries to change Connection Settings while connected to the Internet,
MSN Explorer will not detect that the connection is extant and will try to
connect again. Failing this, it returns an error that is not descriptive of the
actual issue.

RESOLUTION
==========

Close out of MSN Explorer completely and make sure the connection to the
Internet has been terminated. Re-launch MSN Explorer to the sign on screen and
change the Connection Settings again.
