SYMPTOMS
========

If you configure your Windows NT 4.0-based computer with 128-bit encryption, set
the locale to France, and then respond to an e-mail message that was sent from
Microsoft Outlook Express on a computer with 56-bit encryption, the computer may
stop responding (hang) even if you have applied the patch that is described in
the following Microsoft Knowledge Base article:

  Q263305 High-Encryption Configuration Prevents Outlook Express Replies

NOTE: If you have not installed the patch that is described in article Q263305,
you do not need to install it before installing the fix that is described in
this article.

To resolve this problem, obtain the individual package referenced below or obtain
the Windows NT 4.0 Security Rollup Package. For additional information on the
