1. Click Start, point to Settings, and then click Control Panel.

2. Double-click Display.

3. Click the tab that is named for the video adapter installed in your
  computer.

If no such tab is present, click the Settings tab.

4. Click Advanced.

5. Click the Adapter tab.

6. Turn off the synchronize vertical refresh feature (sometimes called "Vsync in
  flip").

If you do not see the synchronize vertical refresh feature, proceed to the
  next step.

7. In the "Refresh rate" box, click "Adapter default".

If the issue continues to occur after you adjust the settings described in
these steps, repeat this step, selecting a different refresh rate each time,
until you experience an improved frame rate in the game.

NOTE: If you do not see an Adapter tab, you cannot change the refresh rate for
  your video adapter.

8. Turn off anti-aliasing.

NOTE: If you do not see an option for turning off anti-aliasing, you cannot
turn off anti-aliasing for your video adapter.

9. Turn off alpha-blending.

NOTE: If you do not see an option for turning off alpha-blending, you cannot
turn off alpha-blending for your video adapter.

10. Click OK.

11. Under "Screen area", move the slider to any setting other than "640 by 480
