SYMPTOMS
========

When a program is licensed for a particular time zone, and a computer in that
time zone starts the program, the computer is reported to be using an unlicensed
program and the license requirements are not enforced.

STATUS
======

Microsoft has confirmed this to be a problem in Systems Management Server
version 2.0.
