If the mouse double-click speed has been reset, either by mouse enhancement

1. Disable any mouse enhancement software you may have installed.

2. In Control Panel, double-click the TweakUI tool, and then click the Mouse
  tab.

3. Move the Menu Speed slider to a different position, and then click Apply.

4. When you are prompted to log off and back on, click OK, and then restart your
  computer.

5. In Control Panel, double-click the TweakUI tool, and then click the Mouse
  tab.

6. Move the Menu Speed slider back to the setting you want, and then click
  Apply.
