SYMPTOMS
========

You can successfully install Mastering Microsoft Internet Development on Windows
NT version 3.51, but you cannot install Microsoft Internet Explorer version 3.0
on Windows NT 3.51.

CAUSE
=====

Microsoft Internet Explorer version 3.0 requires Microsoft Windows 95 or Windows
NT version 4.0.

STATUS
======

This behavior is by design.
