When switching from full screen to windowed mode, only the top 1/8 of the screen
is used. This appears to be a problem with the Actix Picaso video card.

Testing has confirmed that this conflict only occurs when running Fury3 in
Windows 3.x. It is primarily an issue with Win32S, and is resolved in Windows
95.
