The technical note for the Diamond Viper PCI video card in the Windows
NT 3.51 Hardware Compatibility List (HCL) states:

  Refer to SETUP.TXT on the Windows NT 3.51 CD-ROM for information on
  configuring this machine/device before installation.

The SETUP.TXT does not include any information regarding the Diamond
Viper PCI video card. It should have included the following
information:

  If you are missing chips in the U44 and U45 sockets of the Diamond Viper PCI
  video card, contact Diamond Computer Systems Technical Support at (408)
  325-7100 for a replacement.
