SYMPTOMS
========

If you start Microsoft Windows in Safe mode and then attempt to connect to MSN,
The Microsoft Network, you receive the following error message:

  Your modem (or other connecting device) is not functioning.

CAUSE
=====

When you start Windows in Safe mode, the path to The Microsoft Network is not
loaded.

RESOLUTION
==========

To connect to The Microsoft Network, restart Windows normally.
