Appendix E states the following:

  If you cannot use the network features of connecting to and sharing resources
  while running Windows for Workgroups, or you need to use the network features
  before starting Windows, you can start the network from MS-DOS.

While you can start the network from MS-DOS and connect to resources, you cannot
share resources from MS-DOS.
