How to Make the Editor Default to Insert Mode

The boolean switch "Enterinsmode" can be set in the TOOLS.INI file to
allow the editor to start up in insert mode rather than overtype mode.
This switch is off by default, but can be set by adding the following
entry to TOOLS.INI:
